DR For Pensioners: Clarification has been given by the Central Government regarding dearness relief for the people getting government pension. It has basically been told about Dearness Relief. A communication has been issued to the employees to the effect that dearness relief on basic pension is considered payable before commutation for their pension. The Department of Pension and Pensioners’ Welfare, which comes under the Ministry of Personnel, Public Grievances and Pensions, has also removed the office memorandum, after which an attempt has been made to clear the ongoing doubts about it.
What was the clarification given by the central government
Clarification has been issued regarding Dearness Relief (DR) for Central Government pensioners. With the release of clarification regarding the DR benefit being given to the retired employees of the Central Government, the questions arising in the minds of the pensioners have been answered. From this clarification given by the government, it is clear that the DR benefit to the pensioners will be payable only on the basic pension which comes before commutation and not on the reduced pension received after commutation.

The Central Government had announced DR allowance along with Dearness Allowance (DA). According to each change of Finance Commission or Pay Commission, both DA and DR increase together. However, it is important to know for information that while DA hike is applicable to central government employees, DR hike is applicable to central government pensioners. Family pensioners are also included in these pensioners.
What are the rules for pensioners
Under Rule 52 of the CCS (Pension) Rules, 2021, the DR benefit being given to retired Central Government employees and family pension beneficiary is given to reduce the value escalation. Some time back, the Department of Pension and Pensioners’ Welfare (DOPPW) had informed that Dearness Relief has been increased from 34 per cent to 38 per cent.
The rate of dearness relief is announced twice a year
Dearness relief is announced twice a year in the month of March and September. According to the pensioners portal, the dearness relief in the month of January-February is decided on the basis of the rate of dearness relief for the month of December of the previous year. Similarly, the dearness relief to be decided in July-August is decided on the basis of the rate of dearness relief given in the month of June.
